Penelope Health raises $100M to build a real-time layer for healthcare payments and clinical rules, covering 200M+ Americans. Here's what it means for the future of care.
London-based Penelope Health just secured a $100 million funding commitment (€87 million) and a partnership with health tech infrastructure platform Thoreau. Their goal? Build a shared layer for real-time payments and clinical rules that could finally untangle the mess of insurance coverage decisions.
If you've ever tried to figure out whether a procedure is covered, you know the struggle. Penelope wants to make that pain disappear. And with over 200 million Americans already covered by their policy database, they're clearly onto something.
### Why This Matters
The rules that determine whether care is covered by insurance are foundational to the healthcare system. Yet they remain opaque, fragmented, difficult to interpret, and constantly changing. Dr. Sohum Patel, CEO of Penelope Health, puts it bluntly: "Penelope was founded to turn that complexity into a dependable, up-to-date reference that healthcare companies can use in real time."
That's a big deal. Because right now, providers and payers waste countless hours chasing down policy details. It's not just annoying—it directly affects patient care.
### The Money and the Mission
Thoreau led the funding, with existing backers Bertelsmann Healthcare Investments (BHI), Twine Ventures, and Seedcamp joining in. The cash will fuel new products that bring administrative efficiency to navigating payer requirements.
But here's the thing: this isn't just about writing checks. It's about building infrastructure. Mattijs De Paepe, CTO, explains: "Realising our vision requires a deep technical understanding of constantly evolving payer rules. We are excited to build the infrastructure for AI to power a more efficient healthcare system. The opportunity extends far beyond any single workflow. We believe that a shared infrastructure layer can remove administrative burden for both payers and providers."
### A Pattern of Investment
Penelope's raise is part of a broader wave of 2026 investment in European healthcare infrastructure and AI tools aimed at reducing administrative workloads. Just this year, we've seen:
- Stockholm-based Tandem Health raise €86.5 million ($99 million)
- Berlin-based Recare secure up to €37 million ($42 million)
- Barcelona-based Health Force bring in €4.2 million ($4.8 million)
- London-based Semble raise €34.7 million ($40 million)
- Flexzo AI secure €10.3 million ($11.8 million)
All told, that's roughly €182.5 million ($210 million) across comparable rounds. Clearly, investors see huge potential in fixing healthcare's back office.
### The Founders Behind the Fix
Penelope was co-founded in 2025 by Dr. Sohum Patel and Mattijs De Paepe. Dr. Patel practiced in both inpatient and outpatient settings in the UK's National Health Service at the Royal Free London and University College London hospital systems. There, he saw firsthand how administrative complexity interferes with patient care.
Mattijs spent nearly four years at Via Transportation, building machine-learning systems for transit products. His technical chops are now focused on healthcare's data mess.
### How It Works
Penelope converts the complex web of disparate data into a single infrastructure layer for healthcare. The platform lets companies:
- Check coverage requirements instantly
- Compare policies across payers
- Streamline internal operations
Instead of custom, one-off connections and manual searches, there's a single connection any system can use. Right now, Penelope covers policies for over 200 million Americans, spanning more than 15,000 procedures and drug codes.
That's a lot of ground covered. And with this new funding, they're just getting started.

### What's Next
With Thoreau's partnership and fresh capital, Penelope plans to expand its real-time payments and clinical rules layer. The vision? A healthcare system where administrative work doesn't get in the way of care.
It's ambitious. But if anyone can pull it off, it might just be this team. After all, they've already got 200 million patients covered. Now they're aiming for the rest.
