NeoFleet Capital raises $3.8M pre-Seed to finance taxi fleets in emerging markets. Former inDrive CFO joins as co-founder.

### A Limassol Startup Bets Big on Taxi Fleets NeoFleet Capital, a Limassol-based investment and tech platform, just closed a $3.8 million pre-Seed round. The company finances professional taxi fleets in emerging markets, and it's already operating in Senegal, CΓ΄te d'Ivoire, and Peru. The round was led by Mark Loughran, former President and CFO of inDrive, a global ride-hailing operator. He's now President and co-founder of NeoFleet. Other private investors also joined. "We address a fundamental problem in many high-growth mobility markets: people need rides, drivers want to work, and capital is the missing piece to put more cars on the road," Loughran said. ### How the Fleet Management Franchise Works NeoFleet's model combines vehicle financing, fleet management tech, operations and maintenance, and insurance. They call it a Fleet Management Franchise. The company estimates the global mobility fleet asset class at over $485 billion today. Professional fleet operators currently manage about 20–30% of the world's taxis. NeoFleet predicts that as autonomous vehicles roll out, that share could jump to nearly 100%. That's a huge shift. Goldman Sachs research forecasts the global commercial robotaxi market could hit roughly $400 billion by 2035, with around six million vehicles. NeoFleet sees this as a massive institutional asset class forming around mobility infrastructure. > "A vehicle generates income for a driver every day. This helps move them from poverty towards middle-income earnings, increases access to mobility for passengers, and ultimately supports the wider economy," Loughran added. "At the same time, enormous pools of institutional capital are looking for attractive, asset-backed returns but have no scalable way of reaching these fragmented markets. NeoFleet is building the infrastructure that bridges that gap." ### The Team Behind the Wheel NeoFleet's leadership includes two inDrive alumni: Loughran and CEO Igor Shiyanov. Shiyanov founded NeoFleet after building and selling a delivery startup to a ride-hailing operator. He also worked at inDrive and Boston Consulting Group. Co-founder Oleg Mosyazh leads business development and capital raising. He previously worked at Microsoft and PwC. ### What's Next for NeoFleet? The company plans to use this capital to enter more high-growth mobility markets across Africa, Latin America, and Asia. - By the end of 2027, NeoFleet aims to support about 5,000 vehicles across its network. - That represents an estimated $70–95 million in vehicle value. The expansion is meant to build the operating, financing, and tech infrastructure needed for NeoFleet's long-term ambition: becoming a major global capital and fleet-management platform for both human-driven and autonomous mobility.
